PHARM AID to Build Biotech Drug and Vaccine Production Facility in Kaluga Region

June 3, 2026, St. Petersburg International Economic Forum — PHARM AID and the government of the Kaluga Region have signed an agreement to build a pharmaceutical complex in the Vorsino industrial park. The facility will have an annual capacity of up to 20 million doses. First‑stage investments will reach 4.5 billion rubles, with total project investments estimated at 14.3 billion rubles. Completion is scheduled for 2028.

The plant will produce vaccines against meningococcal and rotavirus infections, measles, rubella, mumps, and chickenpox, as well as monoclonal antibodies — next‑generation therapies for severe diseases, including cancer. The monoclonal antibody production will be developed in partnership with Indian pharmaceutical company Zydus Cadila.

The project will create around 300 high‑tech jobs. The company is already in talks with local universities and colleges to launch joint educational programs for students.

This new production facility marks an important step toward strengthening Russia's drug independence and advancing high‑tech pharmaceuticals in the region.
